Project Construction of Vilnius International Airport Taxiway 9.4 (E)

The project has been approved by the Order No. 3-383 of 13 October 2008 of the Minister of Transport and Communications of the Republic of Lithuania regarding the approval of the national project list for VP2-5.3-SM-01-V measure Expansion of International Airport Passenger Terminals, Introduction of Air Safety and Aviation Security Measures under Priority 5 Development of Trans-European Transport Networks of the Operational Programme for Economic Growth of the European Union Structural Support Absorption Strategy for Lithuania for 2007-2013.

As part of the implementation of the project, funds have been allocated by the European Union and the Government of the Republic of Lithuania for the joint financing of the project as stipulated by the Order No. 3-147 of 21 April 2009 of the Minister of Transport and Communications of the Republic of Lithuania regarding funding of the Projects Submitted under VP2-5.3-SM-01-V measure Expansion of International Airport Passenger Terminals, Introduction of Air Safety and Aviation Security Measures under Priority 5 Development of Trans-European Transport Networks.

Please be informed that with regard to the project Construction of the Vilnius International Airport Taxiway 9.4 (E) No. VP2-5.3-SM-01-V-01-007, financed from the European Union Cohesion Fund for 2007-2013, a tripartite financing and administration agreement was signed 30 June 2009 between the Ministry of Transport and Communications of the Republic of Lithuania, the Transport Investment Directorate, and the state enterprise Vilnius International Airport. Project funds: EU funds account for LTL 2,835,693.03, state budget funds - LTL 500,416.42, Vilnius International Airport shall be liable for the allocation of no less than LTL 332,767.10.

Essence of the project.
The objective of the project is to improve and increase the capacity of the International Vilnius Airport (TVOU), which is in line with the provisions in the clause 64.1. (creation of a good-quality, integrated and transit-adjusted air transport system) and clause 67.3 (modernisation of the airport infrastructure) of the Long-term (until year 2025) Lithuanian transport system development strategy. In order to satisfy the growing demand for air passenger and cargo transportation capacity, more flights are required, thus a new aircraft taxiway 9.4 (E) was built. It connects the runway and the aircraft taxiway, increases runway permeability, allows more aircrafts to be served simultaneously, saves aviation fuel and flight time, reduces pollution, allows decreasing aircraft noise in the southern part of the TVOU. Implementation of the project will increase air safety, contribute to the attractiveness of the airport, ensure its uninterrupted activity, offer a better environment for tourism and business trips as well as for the formation of the capital city´s airport image. The new connecting taxiway will reduce the time it takes for aircrafts to reach the starting or apron parking area, decrease engine operation during manoeuvre and at the same time, reduce air pollution and noise in the territory of the TVOU. Upon its completion, the project shall offer the airport the possibility to ensure better service provision, reduce the losses and risk incurred by the airlines. The TVOU, in turn, shall create new jobs in the airport, airlines, customs and companies in the tourism industry that is developing on the outskirts of the airport, thus encouraging investment and new jobs, which directly and indirectly shall contribute to the regional and national social development.

Project continuity.
The organisational structure of the TVOU ensures efficient management and use of the taxiway 9.4 (E). Implementation of the project will lead to the expansion of the scale and increased quality of the services provided by the TVOU. Renovation and maintenance of the newly-built taxiway will be financed by the TVOU. Implementation of the project will allow reducing aircraft taxi distance, increasing the permeability of runways, and decreasing the cost of aviation fuel and flight duration. No less than five years after the completion of the project, the assets which received financing shall not be transferred, mortgaged or become otherwise subject to restricted rights of use.

Project Construction of the New Vilnius International Airport Passenger Terminal for non-Schengen Passengers

Please be informed that with regard to the project Construction of the New Vilnius International Airport Passenger Terminal for non-Schengen Passengers No. VP2-5.3-SM-01-V-01-006, financed from the European Union Cohesion Fund for 2007–2013, a tripartite financing and administration agreement was signed 28 May 2009 between the Ministry of Transport and Communications of the Republic of Lithuania, the Transport Investment Directorate, and the state enterprise Vilnius International Airport. Project funds: EU funds account for LTL 14.429.000, jointly contributed funds amount to LTL 2.547.000, Vilnius International Airport shall be liable for the allocation of no less than LTL 58.599.708,30

Essence of the project.
As part of the implementation of the project, the passenger terminal shall be adjusted to comply with the requirements of the Schengen Acquis through the construction of a new passenger terminal prior to the accession to the Schengen Acquis so as to ensure that from January 2008 the TVOU has the possibility of serving non-Schengen flights and passengers by separating extra- and intra-Schengen passenger flows in the new airport terminal. The key requirement raised for the TVOU passenger terminal constitutes the free movement of Schengen citizens inside the respective area without the provision of passports. The new building provides for the official premises designated for the State Border Guard Service (VSAT) and customs, passenger lounge areas, 12 passenger registration desks, 6 passenger inspection cabins with two workplaces each, 9 aviation security inspection points, baggage department, other relevant premises that ensure the operation of the terminal.

The goal of the passenger terminal is to separate extra- and intra-Schengen passenger flows and increase airport capacity with the view of increasing passenger flows as well as provide high-quality service.

Project implementation will also contribute to the resolution of the following issues at the TVOU: Vilnius Airport serves the largest number of international flights and is the biggest in Lithuania in terms of passenger transportation but compared to regional Western European airports it is classified as a mid-size airport; the TVOU infrastructure requires adjustment to meet the requirements of increased passenger flows; as part of TVOU infrastructural expansion and modernisation, special attention must be paid to the implementation of additional aviation security measures; the capacity of the Vilnius Airport is not used completely as the flight schedule offers room for more flights; the TVOU passenger terminal falls behind the Schengen Acquis and other EU requirements.

Project continuity.
Responsibility for the maintenance of the newly-built passenger terminal and proper use of the respective infrastructure shall be assumed by the TVOU. No less than five years after the completion of the project, the new terminal shall not be transferred, mortgaged or become otherwise subject to restricted rights of use. Implementation of the project will lead to the expansion of the scope and increased quality of the services provided by the TVOU and will contribute to the competitiveness and attractiveness of the TVOU. With the construction of the new terminal, the TVOU anticipates further development of the infrastructure: increasing passenger and baggage registration as well as boarding convenience through the introduction of automatic registration points, automatic boarding control systems that would speed up the service of incoming passengers.
